“要想富,有个好支部;想脱贫,有个好带头人”,这是实行联产承包责任制后广大农民发自内心的呼唤。的确,农村的改革实践证明,一个好的村级领导,一个坚强的党支部,在领导农民脱贫致富奔小康的进程中起着决定性的作用。然而,在市场经济新的条件下,有的农村基层干部经受不住考验,走上违法犯罪的道路,引起广大农民的强烈不满。某县人民检查院1997年1月至去年第一季度,共受理举报151件,其中,反映农村基层干部的就有53件,占35％,在这些举报中,属联名控告或集体上访的占21％。 让我们透过举报及调查的情况,为这35％的案件做一次
