关于形势和问题我国正处于21世纪之初的重要发展时期,在应接不暇的机遇和挑战面前,公路运输行业不论是政府主管部门还是企业,都要从转变经济增长方式和实施经济国际化战略的高度,深刻认识推行现代物流管理的重要意义。改革、优化、重组传统公路运输企业,从根本上改变计划经济时期形成的传统运作模式,促进公路货运企业由传统经营管理向综合的第三方物流服务的方向转变。中国在入世以后,从2003年开始已经允许外商独资经营物流企业。国外物流企业进入中国,首先是为本国制造企业在中国市场上的竞争服务,外资进入中国已不是当年的只要“三通一平”或减免税,而是需要外商投资的制造企业和他们的物流企业能在中国相互配套、结成同盟,以提高其产品和服务在中国国内和国外市场上的竞争力。由于中国道路运输市场受体制、政策等方面的原因影响还很不规范、经营的特点也不同干客运有相互制约的场站环境,货运的管理组织水平与国际接轨的程度很低,外资物流企业在进入国内市场方面也遇到一些困惑,因此在策略方面他们有如下特点:一是集中在国际海运集装箱运输和国际货运代理服务领域,目的在于和我们的远洋船运业竞争,同时抢占国内第一块市场比较规范、与国际接轨比较强的滩头阵地。二是集中在大的跨国公司在国内有大批量生产、销售业务的领域,其目的在于其产品降低成本以打压我国的竞争对手,同时批量大、网络广才值得外
