工会经费自1979年恢复独立管理,屈指已十周年了。笔者现就如何掌握它的特性,谈几点看法,并与同行共同磋商。工会财务工作的性质真有阶级性、技术性和群众性工会财务工作的方针、政策和制度,既要体现工人阶级的意志和要求,又要符合党和国家的财经政策和法令。在工作中要贯彻执行“为职工群众服务、为工运事业服务”的方针。正确处理好国家、工会集体、职工个人三者之间的关系。根据《工会法》规定,工会组织把行政拨交的工会经费用于工会建设和举办为广大职工
