本文以电网工程建设全过程造价管控理念为统筹,将目标偏差分析定位于五个建设阶段(初步设计、施工图设计、招投标及合同签订、工程建设管理和工程结算阶段)的目标管控。用WBS方法将造价控制总体目标、分阶段目标进行分解,从管理、组织、技术角度确定各阶段造价管控内容和管控要点,依据影响管控策划目标偏差的因素,建立电网工程建设全过程造价管控策划目标偏差分析模型,通过综合评价工程的实际目标管控和偏差情况,找出影响造价目标控制的主要因素,提出解决方案,形成闭环控制系统。最后在工程建设管理阶段应用挣值法对进度和造价目标偏差进一步进行分析,找出深层次影响实际进度和造价的原因,及时纠正偏差,提升电网投资效益。
In this paper, the whole process of grid construction cost control philosophy as the overall plan, the target deviation analysis is located in five stages of construction (preliminary design, construction drawing design, bidding and contract signing, project construction management and project settlement phase) target control. Finally, in the stage of construction management, we use the Earned Value Method to further analyze the progress and the deviation of the cost target, find out the reasons that affect the actual progress and the cost, and correct the deviations in time to improve the investment returns.
