运用数据包络分析方法对供电企业效率进行评估,在评估指标中引入了用户供电可靠性评估指标,进而建立了与效率评价结果关联的供电价格规制方法,确定供电企业最大提价幅度和用户停电损失,同时还探讨了考虑用户停电损失赔偿因素的供电企业调价策略。该方法既能对供电价格进行有效规制,又能激励供电企业提高供电可靠性,算例结果验证了该方法的实用性和有效性。
The data envelopment analysis method is used to evaluate the efficiency of power supply enterprises. The reliability index of user power supply is introduced into the evaluation index, and then the power supply price regulation method associated with the efficiency evaluation result is established to determine the maximum price increase of power supply enterprises and the power outage of users At the same time, it also discusses the price adjustment strategy of power supply enterprises considering the compensation factor of power outage. The method not only can effectively regulate the price of power supply, but also can encourage the power supply enterprises to improve the reliability of power supply. The result of the example proves the practicability and effectiveness of the method.
