1989年10月30日邮电部向各省、自治区、直辖市邮电管理局、邮政运输局、速递局发出关于加强邮件时限管理的通知,即(1989)邮部字548号文件。通知说,邮件传递时限是邮政通信质量的主要内容。保证各项邮件,特别是轻型邮件的传递时限是当前衡量邮政工作好坏的重要标志。因此,加强邮件的时限管理既是社会的需要,也是邮政事业获得发展的基础工作。
On October 30, 1989, the Ministry of Posts and Telecommunications issued a circular on strengthening the management of the time limit of e-mails to the postal administrations, postal transport bureaus and express delivery bureaus of provinces, autonomous regions and municipalities directly under the Central Government, namely Document No. 548 of the Ministry of Posts and Telecommunications (1989). The circular said that the delivery deadline is the main content of postal communication quality. Guaranteeing the delivery time of all kinds of mail, especially light mail, is an important indicator of the current postal work. Therefore, to strengthen the time management of e-mail is not only the need of society, but also the basic work for the development of the postal service.
