为了打击日益猖獗的扒窃犯罪,保护乘客的乘车安全,南京一批热血青年成立了反扒志愿者大队,不拿一分报酬。由于经常在公交车上寻觅扒窃分子,巨大的车费开支使反扒自愿者感到吃紧。许多市民建议让反扒志愿者免费乘车,而相关部门却坚决反对,认为免费乘车于法无据,如果行政机关强行要求公交公司给予免费乘车特权,将违背即将实施的《行政许可法》。此言一出,赞成者有之,反对者有之。
In order to crack down on the increasingly rampant crime of pocketing and protect the safety of passengers, a group of passionate youths in Nanjing set up anti-patrol volunteer brigades without paying any remuneration. Due to the frequent search for pickpockets on buses, the huge fare for the fatigues has left the anti-razor volunteers nervous. Many people suggested that the anti-grid volunteers should be allowed to travel for free while the relevant departments strongly opposed the idea that free-riders should be lawless. If the executive authorities forcibly requested the bus companies to grant free ride privileges, they would violate the forthcoming “Administrative Licensing Law ”. This remark out, those who agree, opponents have it.
