起重机械种类繁多，结构复杂，危险性较大。加强起重机械的安全管理，对于减少和防止起重伤害事故，具有重要的意义。 从１９８３年开始，我国实行了国家劳动安全监察制度，国家劳动部及各省、市、县劳动部门设立了职业安全卫生监察机构和检测检验机构，对特种设备（包括起重机械）进行安全监察和检测检验。但是，劳动部门的安全监察和检测检验代替不了企业自身的安全管理和技术检查。这是因为，国家监察具有监督性质，很大程度上具有随机性和偶然性，其目的主要是通过监督促进和完善企业的管理及检查。即是说，要保证安全生产，起决定作用的还是企业自身的经常性的管理和检查，取决于企业安全管理规范化、科学化的程度。因此，我国近年制订的法规中，在强调国家安全监察的同时，特别强调在企业内部建立安全管理保证体系。 为了帮助企业更加有效地开展对起重机械的安全技术检查和管理，本刊从本期起将连续刊出系列文章，供各类企业的有关人员加强这项工作的参考。

Therefore, the laws and regulations formulated in recent years in our country emphasize the state safety inspection, with particular emphasis on establishing a safety management assurance system within the enterprise. In order to help enterprises to carry out more effective safety inspection and management of lifting machinery, this issue will be published consecutive series of articles from this issue for all types of enterprises to strengthen the reference of the relevant personnel.
