企业可持续发展的最基本要素大体可以归纳为三个,即技术产品创新、制度创新及文化创新,但经营福彩事业并不仅仅是经营一个企业那样简单,除了遵循企业普通可持续发展的规律之外,要使这样一项事业可持续发展,必须挖掘它最深刻的源动力。因此对青岛福彩而言,从背负大额外债到现在的良好运作,是非常不易的。而如何将这样一种良好的发展持续下去显然是一件更加不容易的事情。
