在“环北部湾经济合作论坛”上,广西壮族自治区党委书记刘奇葆提出了广西对外开放和区域合作的“M”型战略,即通过构建“泛北部湾经济合作区”,构筑“南宁-新加坡”经济走廊和进一步拓展、深化大湄公河次区域合作,从而由泛北部湾经济合作区、大湄公河次区域合作两个板块和“南宁-新加坡”经济走廊一个中轴形成一个类似“M”型的中国-东盟区域经济合作的一轴两翼大格局。
