位于关山脚下的华亭县西华乡草滩村,是一个典型的贫困落后山区小村,傍山而卧,面河而居,长期以来,因受气候和地理条件的影响,交通不畅,信息闭塞,基础薄弱,文化落后,生产生活条件十分严酷,群众生活困难。1997年以来,由平凉地委组织部、地委老干处和地区电力局、种子公司等单位将该村列为了扶贫点。近几年来,地委组织部等包扶单位的历届领导和广大干部职工高度重视,积极努力,多方争取资金,提供科技信息,跑项目,建校舍,大力支持和引导村党支部一班人带领群众开动脑筋,转变观念,发展多种经营,走科技扶贫之路,努力改变生产生活条件,使该村面貌发生了较大变化,收到了显著成效。到2000年底,全村粮食产量由1997年的580吨增加到732吨,人均纯收入增加了215.25元,
