党的中央全会多次对发展社会主义民主政治、推进政务公开做出部署。新形势下,政务公开已成为建设法治政府的一项基础性工作。目前,国务院各部门和地方各级政府都在积极推进政务公开。但是,政务公开在我国还处于初期阶段,在实际运行中仍存在许多不足。对此,国务院颁布实施了《〈关于全面推进政务公开工作的意见〉实施细则》,从制度体系、考核监督、工作机制、机构队伍等方面确立了政务公开
The Central Party’s Plenary Session has made many plans on the development of socialist democracy and the promotion of open government affairs. Under the new situation, the opening of government affairs has become a basic task of building a government ruled by law. At present, all departments under the State Council and local governments at all levels are actively promoting the openness of government affairs. However, the openness of government affairs is still in its infancy in our country, and there are still many deficiencies in the actual operation. In response, the State Council promulgated and implemented the “Detailed Rules for Implementation of Opinions on Openly Exercising Government Affairs”, and established an open government affairs system in terms of system, assessment and supervision, working mechanism, and organizational structure
