总理、各位委员:中华人民共和国劳动改造条例草案,很久以前就着手起草,在起草过程中,得到了苏联法律专家的协助并进行过多次的讨论和修改,草案初稿曾经政务院政治法律委员会第二十二次委员会议审查修改并作原则通过。为了使劳动改造罪犯工作进行得更好、更正确和更有成绩,我们认为有必要迅速公布这个条例。因此,特提请政务会议审查批准,以便公布执行。现在我仅就这个草案的主要内容,说明以下几点:
