政府购买服务(Government Purchase of Services)源于上世纪六十年代,是西方国家对社会保障(福利)制度的一项重大改革。近年来,我国积极推进公共服务体系和制度改革,不断探索政府购买公共服务管理模式,初步形成了政府主导、社会参与、方式多样的公共服务供给模式,国家在总结各地成功经验的基础上,先后出台了《关于政府向社会力量购买服务的指导意见》(以下简称《意见》)、《政府购买服务管理办法(暂行)》(以下简称《办法》),为有效推广和依法规范政府购买服务管理提供了制度保障。
