战后,利用外资和技术已成为世界各国加速本国经济发展所普遍运用的一种手段。党的十一届三中全会以后,我国在“坚持对外开放政策,增强我国自力更生的能力”的方针指引下,把利用外资和引进技术作为发展我国经济,加速社会主义现代化建设的重大决策。这是党在新的历史时期中,领导社会主义经济建设的一个重大战略决策。这一重大决策,提出了许多新的理论问题。本文拟就利用外资与资本输入问题,作些探讨。
After the war, the use of foreign investment and technology has become a universal means of accelerating the economic development of all countries in the world. After the Third Plenary Session of the 11th Central Committee of the Party, guided by the principle of “adhering to the policy of opening up to the outside world and enhancing our capability of self-reliance,” our country takes the utilization of foreign investment and the introduction of technology as major decisions for the development of our economy and the acceleration of socialist modernization. This is a major strategic decision that the party has taken in leading the socialist economic construction in the new historical period. This major policy decision has raised many new theoretical issues. This article intends to use foreign capital and capital input, for some discussion.
