近几年来,我国的新邮预订采取一次性交纳全年新邮票款,然后定时或年终一次性取票的方式。虽然方便,但邮人对此抱怨不已。众所周知,每年邮政部门发行20套左右的新邮,均事先公布计划,这些邮票题材丰富,设计手法多样,有精品,也有平庸之作,即便是同一套邮票,每一枚之间也有优劣之分,更何况每位邮人也有自己所喜欢的选题和图案。对此,早在几年前,就有邮人提出能否在预订新邮时可以随意选择预订,即可任选种类。甚至有邮人提议每一套新邮也可以按枚选择预订,但终究未能得到解决。
