北京市政府采购自1997年施行以来,发展极为迅速,在提高财政资金使用效率、遏制腐败现象、促进经济和社会发展等方面都发挥了重要作用。当前,北京市面临着如何进一步加深对政府采购功能和作用的认识、提高政府采购制度的运行效率等问题。本文根据国外政府采购发展的最新趋势,结合北京实际得出几点启示,提出完善北京市政府采购制度、充分发挥政府采购功能的政策建议。
Since its implementation in 1997, the Beijing municipal government procurement has been developing rapidly and has played an important role in raising the efficiency of fiscal funds, curbing corruption and promoting economic and social development. Currently, Beijing Municipality is facing the issue of how to further deepen its understanding of the functions and functions of government procurement and improve the operational efficiency of the government procurement system. Based on the latest trend of the development of government procurement in foreign countries and some enlightenments from the actual situation in Beijing, this paper puts forward some suggestions on how to perfect the procurement system of Beijing municipal government and give full play to the function of government procurement.
