1971年9月13日,林彪事件发生后,中央成立了专案组。林彪在北京和北戴河的住处全部被查封。在林彪住处找到的信很多,但涉及到庐山会议上老将们写给毛泽东和林彪的信却只有3封。分别是南京军区司令员许世友、神州军区司令员韩先楚、济南军区司令员杨得志等人,写给毛泽东、林彪关于对庐山会议“犯错误的人不宜留在中央工作,应放到基层去锻炼”的信件。从一封信的呈阅件上的签字不难看出,是当时经中办副主任王良恩呈周恩来,并由周恩来转呈林彪和毛泽东的。从顺序来看,王良恩当时在庐山会议上
