各行政公署,自治州、市、县人民政府,省直机关各单位:为了认真贯彻《中共中央关于加强社会主义精神文明建设若干重要问题的决议》和《国务院关于进一步完善文化经济政策的若干规定》(国发[1996]37号),结合我省实际,现就进一步加强社会主义精神文明建设,完善有关经济政策作如下通知:一、开征文化事业建设费为了引导和调控文化事业的发展,自1997年1月1日起,在全省范围内开征文化事业建设费。省物价局、省财政厅[1994]湘价费字第197号文件《关于开征特种文化消费附加费的通知》停止执行。(一)各种营业性的歌厅、舞厅、卡拉OK歌舞厅、音乐茶座和高尔夫球、台球、保龄球等娱乐场所,按营业收入的3%缴纳文化
In order to conscientiously implement the “Resolution of the Central Committee of the Communist Party of China on Several Important Issues concerning the Strengthening of the Construction of a Socialist Spiritual Civilization” and the “Provisions of the State Council on Further Perfecting the Cultural and Economic Policies,” all units of the administrative commissions, autonomous prefectures, cities and county people’s governments and provincial departments directly under the Central Government, (Guofa [1996] No. 37), in light of the reality of our province, we hereby make the following notice on further strengthening the building of a socialist spiritual civilization and perfecting the relevant economic policies: I. Levying the Construction Costs of Cultural Projects In order to guide and regulate the development of cultural undertakings, January 1, 1997 onwards, the province initiated the construction of cultural undertakings fees. Provincial Price Bureau, the Provincial Department of Finance [1994] Hunan price words 197 documents “on the introduction of special cultural and consumer surcharges notice” to stop execution. (A) a variety of commercial karaoke bars, dance halls, karaoke OK song and dance halls, music cafes and golf, billiards, bowling and other entertainment venues, according to 3% of operating income to pay for culture
