2月21日,信息产业部官员表示,《互联网电子邮件服务管理办法》将于3月30 日起实施。这是中国首次以部门规章的形式对垃圾邮件进行治理。信息产业部政策法规司副司长李国斌说,少数人利用电子邮件发送垃圾广告、进行网络欺诈、传播反动及色情信息、散布谣言、传播计算机病毒,不仅占用网络传输带宽,也对社会治安、网络安全乃至国家安全构成直接威胁。
