批量集中采购作为一种新的采购模式,相对比那种“用着顺手,用着方便,用着自由”的协议供货来说,自然是遭到采购人的“嫌弃”。批量集中采购在执行中,遇到的外部阻力和内部困难可见一斑。但江苏省财政厅的批量集中采购工作能够在阻力与困难当中,探索出一条适合自己发展的道路,把批量采购工作扎实有效地开展下去。
