“三江并流”地区是一个集边疆、民族、山区、贫困为一体的区域,长期为国家生态安全、水安全和经济安全等做着重大贡献,但这种生态发展潜力很大的区域却长期处于政策边缘,无缘国家战略层面的规划。本文建议结合该区域主体功能区的定位,始终坚持生态保护与建设发展战略,打造成国家级“三江并流区域生态建设综合配套改革试验区”。
The “Three Parallel Rivers” region is a region that integrates borders, ethnic groups, mountainous areas and poverty. It has made long-term contributions to the national ecological security, water security and economic security. However, this region with great potential for ecological development But has long been at the edge of the policy, missed the national strategic level planning. This paper suggests that we should stick to the strategy of ecological protection and construction and development and build up a national experimental zone for the comprehensive reform of ecological construction in the Three Parallel Rivers region in combination with the positioning of the main functional areas in the region.
