专业指导不够,规矩难画方圆有毒有害、易燃易爆的危险化学品在流动和转输的过程中,具有更大的危险性。但是在运行过程中,由于专业的交叉性和管理的多头性,使许多重要的安全问题和关键环节都处于失控状态。许多事故说明,一个完整的、有效的、相互衔接的监管体系远没有建立起来。承担运输作业的相关人员不具备相应的技能和危化品方面的专业知识,甚至不具有相应的资格,把有危险性的物品当作一般的货物来运载和运输,这是目前存在的最大问题之一。
