“四上”企业是指规模以上工业企业、资质等级建筑业企业(房地产开发经营企业)、限额以上批零住餐企业、规模以上服务业企业等这四类规模以上企业的统称。根据我国现行的统计报表制度,“四上”企业既是当地经济运行和经济发展统计数据的主要来源和重要支撑,四上“企业的规模、水平一定程度上代表着一个地区的经济实力,反映出一个地区的核心产业及主体产业的结构布局,其发展变化直接决定着我市经济发展的走势,”四上“企业经济总量在全市经济总量中占据相当大的比重。新增”四上“企业是地方当年经济发展新的增长点。因此,做好全市”四上“企业培育及达标企业申报入库工作,对准确、全面、及时反映全市经济社会发展水平,科学、有效实施全年经济社会发展目标运行监测,具有至关重要的作用。
