序言关于跨国公司与其东道国之间的关系,向来都有着各种各样的看法。有些人认为,这些关系是剥削性的,并且严重地损害了东道国的利益。另一些人认为,跨国公司对其东道国的贡献是积极且令人满意的。尽管这些关于跨国公司与东道国关系的看法大相径庭,大多数东道国都相信:“它们能够促使厂商充分适应国家的利益”。大多数东道国都鼓励跨国公司在它们的国内办企业这一事实恰恰反映了东道国政府的这种基本信念。否则的话,它们向跨国公司提供奖励措施便毫无意义了,除非有人执意认为东道国是由于处在跨国公司或其母国的严密控制之下才“被迫”提供这些奖励措施的。
The Preamble There has always been a wide variety of views on the relationship between TNCs and their host countries. Some people think that these relations are exploitative and seriously damage the interests of the host nation. Others argue that the contribution of transnational corporations to their host countries is positive and satisfactory. Despite these divergent views on the relationship between transnational corporations and host countries, most host countries believe that “they enable manufacturers to fully adapt to the national interest.” The fact that most host countries encourage multinational corporations to do business in their own country precisely reflects this basic belief of the host government. Otherwise, they give meaningless incentives to TNCs unless they are insistent that they are “forced” to provide these incentives because they are under the tight control of a TNC or their home country.
