交通拥挤问题已经成为困扰城市居民出行的首要问题,而交易性路权将从经济方面缓解交通拥挤。通过描述交易性路权的概念,阐述其适用条件、使用额度价值、使用价值的分配、市场交易体系、保障及监管措施,从而提出完整的交易性路权方案。从不同排量的小汽车收取不同的使用额度的角度出发,建立了UE-ME模型,解决交易性路权的信用额度价值的定价问题和分配问题。
The problem of traffic congestion has become the primary problem that plagues urban residents' travel, while the trading way right will alleviate traffic congestion economically. By describing the concept of transactional right of way, expounding its applicable conditions, the use of the value of the quota, the distribution of the use value, the market transaction system, the safeguard and the regulatory measures, so as to propose a complete transactional right-of-way plan. Starting from the perspective of charging different cars with different displacement, a UE-ME model is established to solve the pricing problem and allocation problem of the value of the credit line of the transaction way right.
