自2003年1月10日《关于建立新型农村合作医疗制度的意见》发布以来,全国各地的医疗卫生机构不断加大医改力度,推行新型医疗合作制度。新型合作医疗制度惠及我国广大农村,解决了农民看病难的问题。但是,新型合作医疗制度在实际的操作中出现了一系列的问题,对此,笔者将以沈阳市为例,重点阐述沈阳市农村新型合作医疗制度存在的问题与现实对策。
Since the promulgation of “Opinions on Establishing a New Rural Cooperative Medical System” on January 10, 2003, medical and health agencies across the country have been continuously increasing the intensity of medical reform and implementing a new medical cooperation system. The new cooperative medical system has benefited the vast rural areas of China and solved the problem of farmers having difficulty in seeing a doctor. However, the new cooperative medical system appeared a series of problems in the actual operation. In this regard, the author will take Shenyang as an example, focusing on the problems existing in the new rural cooperative medical system in Shenyang City and the practical countermeasures.
