党的十四届四中全会把坚持和健全民主集中制作为党的建设的重要课题写入决定,这对于加强党的建设不仅具有重要的现实意义,而且具有深远的历史意义。从全党来说,十一届三中全会以来,是坚持执行党的民主集中制比较好的历史时期之一。以邓小平同志为核心的第二代党中央领导集体针对“文化大革命”严重破坏民主集中制的恶果进行有力的拨乱反正,恢复了党和国家正常的政治生活,党内民主和人民民主得到进一步的发展。在此基础上.逐步形成了安定团结、生动活泼的政治局面,为社会主义改革开放和现代化建设创造了前提条件,提供了良好的政治、社会环境。
The Fourth Plenary Session of the 14th Central Committee of the Party has made it a priority to insist on and improve democratic centralism as an important issue for party building. This not only represents an important practical significance for strengthening party building, but also has far-reaching historical significance. From the perspective of the entire party, since the Third Plenary Session of the 11th Central Commission of the Chinese Communist Party, it is one of the better historical periods in which the party’s democratic centralism has been implemented. The second generation of the Party Central Committee with Comrade Deng Xiaoping as the core has vigorously ordered any rectification of the evil consequences of the “Cultural Revolution” that seriously undermined the democratic centralism and restored the normal political life of the Party and the country, and further developed the inner-party democracy and people’s democracy . On this basis, a stable, united and lively political situation has been gradually formed, creating the preconditions for the socialist reform and opening up and modernization and providing a sound political and social environment.
