为贯彻《国务院办公厅转发外经贸部、国家经贸委、财政部关于鼓励企业开展境外带料加工装配业务意见的通知》(国办发[1999]17号),以下称《通知》的精神,落实《通知》中关于“到境外开展带料加工装配业务的企业可从援外优惠贷款、合资合作项目基金中得到资金支持”的规定,鼓励我国轻工、纺织、家用电器等机械电子以及服装加工等行业具有比较优势的企业到境外开展带料加工装配业务,以扩大出口和促进国内产业结构调整,现将企业利用援外优惠货款、援外合资合作项目基金的具体要求通知如下:一、援外优惠贷款(一)援外优惠贷款(以下简称“优惠贷款”)是我国政府指定的金融机构对外提供的具有政府援助性质、含有赠与成份的中、长期低息贷款。其优惠
