地下工程多年来以其投资大,造价高,工期长,使人望而生畏。不少地下工程因投资失控,施工期长,质量不好,形成了“花钱无底洞,工期马拉松,造成不能用”的被动局面,有的单位对开发地下,有谈虎变色之感。建设单位不放心,施工单位没信心,”宁建地面一幢,不修地下一间”,究其原因,固然有认识问题,规划问题,投资限额问题,技术条件、建设经验多方面因素,而建设周期长,花钱多,投资效果,差则是普遍关注的主要原因,成为影响地下空间开发的关键问题。对此,应从思想认识,规划设计,施工管理,经济政策等诸方面妥善解决。
Underground projects have been overwhelming for many years with their large investment, high construction costs, and long construction schedules. Many underground projects have lost control due to investment, long construction periods, and poor quality. They have formed a passive situation in which “the money is spent without a bottom hole and the duration of the project is a marathon, resulting in an inability to use it.” Some units have a sense of discoloration when they develop underground. The construction unit is not assured that the construction unit is not confident that “Ningjing builds a ground and does not repair a ground.” The reason for this is, of course, there are many factors such as understanding issues, planning issues, investment limits, technical conditions, and construction experience. The long construction period, the expense, the investment effect, and the difference are the main reasons for widespread concern, and have become the key issues affecting the development of underground space. In this regard, it should be properly resolved in terms of ideological understanding, planning and design, construction management, and economic policies.
