自去年国家税务总局全面推行税收征管质量“七率”考核办法后,武汉市国税局把“七率”标准作为规范税务行政、坚持依法治税的重要举措抓落实,取得了阶段性成效。今年上半年,武汉市国税局对全市各区郊分局2000年度税收征管质量“七率”情况进行了一次检查,同时,也对全市的税收征管质量现状进行了深入地调查。总的情况看,全市以考核促征管,税收管理质量明显提高,但就税收管理基础工作而言,还存在着一些值得探讨和亟待解决的问题。
Since last year, the State Administration of Taxation has fully implemented the “seven-rate” assessment of the quality of tax collection and administration, Wuhan IRS has implemented the “seven rates” standard as an important measure to regulate tax administration and adhere to the principle of tax administration according to law and has achieved staged results. In the first half of this year, the IRS conducted an inspection on the “seven rates” of the quality of tax collection and administration in all districts and suburb districts of the whole city in 2000. Meanwhile, the status quo of the quality of tax collection and administration in the city was also investigated in depth. The overall situation, the city’s assessment of tax levied to improve the quality of tax administration significantly improved, but the basic work of tax administration, there are still some problems worth discussing and urgent solutions.
