Due to globalization, the flow of high-tech personnel is closely watched as knowledge is increasingly in the social economy today. However, the tendency of scientists to migrate under the influence of the geography and the constraints of knowledge, society and other interests are commonplace. In the light of the current situation and in comparison with the traditional one, this article will examine this migration in order to understand the dynamics of this migration under a broad context. The author does not want to provide a comprehensive and comprehensive picture. Rather, he wants to grasp the meanings of his studies and politics with his fresh materials and his critical attitude.
