重视和解决困难群众的生产生活问题,是全面履行政府职责的重要内容,是促进和实现社会公平的有效措施,是维护社会稳定的迫切需要。关心和安排好群众生活,确保灾民安度冬天,是今冬明春民政工作的重中之重。而全面推进灾区的倒房重建工作,则是解决困难群众实际问题的重要举措。今年我国自然灾害的种类多,突发性强,分布面广,局部灾情严重。截至11月5日,受灾人口达2亿人次,倒塌房屋88.5万间,损坏房屋384.3万间。中央投入了大量的救灾应急资金。与此同时,地方也投入资金,有效保证了灾民生活。各地民政部门高度重视倒房重建工作,采取各种措施,千方百计保障灾民生活。本刊选登部分省市倒房重建工作经验,以资借鉴。
Emphasizing and resolving the production and livelihood problems of the people in difficulty is an important part of the overall fulfillment of the duties of the government, an effective measure to promote and realize social fairness, and an urgent need to safeguard social stability. This year, there are many kinds of natural disasters in our country, such as sudden emergencies and widespread disasters, and serious local disasters. As of November 5, the affected population reached 200 million people, 885,000 houses were collapsed and 3.843 million houses were damaged. The central government has invested a large amount of emergency relief funds. At the same time, local governments have also invested to effectively guarantee the lives of disaster victims. Civil affairs departments at all levels attach great importance to the reconstruction of the back room and take various measures to make every effort to guarantee the lives of the victims.
