全国人大常委会公布的2017年监督工作计划显示,今年全国人大常委会将围绕华侨权益保护情况进行专题调研,提出尽早启动推动国家层面华侨权益保护立法意见和建议。谈华侨权益保护,我想到了今年十二届全国人大五次会议审议并通过的民法总则,它对每位中国公民,包括每位华侨权益,尤其是其国内权益的维护起到了至关重要的保障作用。因此,从侨益维护视角解读民法总则的实施,可从多方面为华侨权益维护提供依据与支撑。
