实现基本公共服务均等化是近年来学界、政界和社会各界研究的热门话题,也是我国建立和谐社会的重要内容之一。在我国现阶段公共财政体制尚不完善的情况下,应该让社会组织广泛参与,广泛吸纳社会资金,克服公共财政供给不足的难题。非营利组织在参与基本公共服务均等化的过程中,可以通过非营利组织独立参与、与政府合作参与、与企业联合参与的策略来推进基本公共服务均等化的实现,提供给社会成员更多的社会福利。
