信访工作者的进言献策,是指信访工作人员在对现实情况进行广泛调查和深入分析的基础上,对事物的发展趋势作出正确的预测和判断,提出建议或方案的政务服务行为。 一、必须履行的服务职能 信访工作人员都应积极主动地为领导进言献策,其缘由是: 一由信访工作者的职能任务所决定。各级党政机关信访工作者有两项基本职能。其一是助手职能,即直接协助领导处理一些信访事务,以减轻领导的事务负担。其二是参谋职能,即为领导决策提供相关的信息和建议,增强决策的科学性。两者相比,参谋是更为重要的职能任务,因为它的辅助作用可直接渗透溶化到领导的管理意图之中。如果我们信访工作者,只是单纯地为领导提供办信接访的事务性服务,那只是尽了自己的一半职责,还不能算是一个称职的信访工作者。信访工作者的参谋性服务,多以事务性服务为基础,通过事务性服务来实现,两者互相交叉、互相渗透,统一于为领导提供综合性服务的总体职能之中。
