能源是人类生存和发展的基础资源,也是国家和地区经济社会发展的战略资源。宁波地处沿海区域,具有天然的深水良港,现已具备良好的能源周转与生产基础,拥有建立国家能源战略基地的优越条件和特有优势。宁波也正在成为国内重要的能源生产和储运基地,为全省、华东地区乃至全国的经济社会发展提供强劲的支撑。在国际国内新的能源发展背景下,宁波要从国家能源战略视野出发,研究打造国家重要能源基地的基本设想和对策措施,形成在国内外具有高知名度的能源产业集聚基地。
Energy is the basic resource for the survival and development of mankind as well as the strategic resource for the economic and social development of the country and the region. Ningbo is located in the coastal area with a natural deep-water port. Now it has a good energy turnover and production base and enjoys the advantages and unique advantages of establishing a national energy strategy base. Ningbo is also becoming an important energy production and storage base in the country, providing strong support for the economic and social development in the whole province, East China and the whole country. Under the background of new energy development at home and abroad, from the perspective of national energy strategy, Ningbo should study the basic assumptions and countermeasures for building an important national energy base and form a high-profile energy industry gathering base at home and abroad.
