在制订国家“十五”计划纲要中,党中央、国务院把人才工作摆到位置,提出实施人才战略的内容和具体要求。这是党和国家根据国内发展需要,审时度势作出的重大战略决策。实施人才战略是新世纪激竞争的需要,是我国经济社会发展新阶段的要求,是推动人才资源开发展的客观要求。全面实施人才战略也是河南省经济建设和社会事发展的重要战略之一。这次研讨会的交流论文从不同角度论述了如更快地实施人才战略。下面略作摘录。
