水利水电工程造价既有一定的稳定性,同时又具有不确定性,三峡工程规模大、工期长、工程投资大,工程实施期间,国际国内的政治经济环境不断变化,不断地影响着工程造价的稳定。在三峡二期工程的建设当中,我国的市场经济改革与法制建设进一步深化与完善,出台了一系列法律法规与行业政策,对工程造价产生了影响,同时也提出了工程造价应科学动态管理的要求。
