一、日本资源无缝开发体制下各个主体的关系获取海外矿产资源是日本《资源综合确保战略》中十分重要的一环。为实现能源安全稳定的供给,保障社会经济的可持续发展,日本经济产业省根据《能源基本规划》制定了《资源保障指南》,规定政府及承担资源金融制度的新政策金融机构要按照该指南的要求来共同保障和推进资源综合保障战略,对日本矿业企业海外矿产资源开发权益的获得进行支援。
I.
