党的十四大和十四届三中全会以来,各地按照中央关于国有企业改革的战略部署,在积极进行国有大中型企业改革、改组和改造的同时,对于放开放活国有小企业和集体企业,也进行了许多有益的探索,并取得了一定的成效和经验。但是,在如何继续深化小企业改革这一问题面前,还存在一些疑虑,还缺乏统一的指导性意见,认识还不完全一致,从而在实践过程中表现出各种各样的问题。因此,全国上下必须进一步解放
