信访工作是党和政府的一项重要工作,是构建社会主义和谐社会的基础性工作,是党的群众工作的重要组成部分。《中共中央关于进一步加强新时期信访工作的意见》指出,绝大多数信访问题发生在基层,信访工作的重心也应放在基层。为此,笔者就“江西基层信访工作模式创新”问题进行了专题调研,先后实地了解了万年县、宜丰县、万载县和萍乡市安源区、九江市浔阳区的基层信访工作模式。
The petition work is an important work of the party and the government, a basic work in building a socialist harmonious society and an important part of the party’s mass work. The Opinions of the Central Committee of the Communist Party of China on Further Strengthening the Work of Letters and Visits in the New Period pointed out that the vast majority of letters and visits occurred at the grassroots level and that the focus of letters and visits should also be placed at the grassroots level. To this end, the author conducted a special investigation on the issue of “Innovative Work Pattern of Grass-roots Letters and Calls in Jiangxi Province”, and successively learned grass-roots letters and visits from Wannian County, Yifeng County, Wanzai County and Anyuan District of Pingxiang City and Xingyang District of Jiujiang City Operating mode.
