在改革和开放的推动下,上海城市经济发展进入了一个新的历史阶段,上海城市经济功能正在发生重要变化。本报告根据新阶段的特点,对实现上海城市经济功能合理化,完成上海经济向多功能方向转变的机制、条件和对策做了系统的研究,并提出了为适应城市经济功能的转变在政策上所需要进行的调整和重新选择,以使上海经济在新形势下能在全国、亚太地区以至全球发挥出更大的作用。本报告全文近5万字,这里刊出的是其中的部分内容。
Driven by reform and opening up, Shanghai’s urban economic development has entered a new historical stage. Shanghai’s urban economic functions are undergoing major changes. Based on the characteristics of the new phase, this report systematically studies the mechanisms, conditions and countermeasures for rationalizing Shanghai’s urban economic functions and translating Shanghai’s economy into a multi-functional direction. It also proposes that in order to adapt to the changes in urban economic functions, Need to be adjusted and re-selected, so that in the new situation in Shanghai economy in the country, the Asia Pacific region and the world play a greater role.
