近期,中韩间的渔业纠纷连连不断,且呈增加之势,并偶有伤亡事件发生。正如同陆上交通、监管,应由交通警察来管理和执法一样,海上各种纠纷与矛盾,通常要由海上警察来监督、管理与执法。当然,在一些情况下,警察也会出现执法不公或违规违纪现象。当今,世界各国拥有海上警察的可谓为数不少,但其规模不等、编制不同,称呼各异,其中比较典型的有:美国海岸警卫队、日本海上保安厅、韩国海洋警察厅、澳大利亚海岸巡防队等。
Recently, the fishery disputes between China and South Korea have been in series after another, showing an increasing trend with occasional casualties. Just as land transportation and supervision should be managed and enforced by traffic police, disputes and conflicts at sea are usually supervised, managed and enforced by maritime police. Of course, in some cases, the police may also find law enforcement or irregularities. Nowadays, there are a large number of maritime police in various countries in the world, but their scale is different. They are different in preparation and names. Typical examples are the US Coast Guard, Japan Coast Guard, Korea Maritime Police Agency, Australian Coast Guard Team and so on.
