从2011年2月2日起,住房和城乡建设部出台的《商品房屋租赁管理办法》开始施行。按《办法》第八条规定,房屋出租者不得将原设计房间隔开来单独出租,厨房、卫生间、阳台和地下储藏室不得出租供人员居住。这意味着当前愈演愈烈的“群租”现象将遭遇政策封杀。由于这项政策直接关系到租房者、房东以及邻居们的切身利益,新规一公布,便饱受争议,甚至有人认为,此举非但不能有效规范治理当下已十分混乱的房屋租赁市场,反而会刺激房东抬高房租价格,变相加重租户的负担,效果会适得其反。那么,究竟该如何看待这一新规呢,“群租”问题到底该如何才能真正解决呢?
