目前,在相当一些地方和部门,党委系统信息工作报忧难的问题比较突出,主要表现是报忧较少、报忧较难.这是一个问题的两个方面.报忧难度比较大,当然上报就少.难度之一是对“忧”的把握较难.改革中,新情况、新问题层出不穷,对有些问题往往看法不一,评论不一,一时难下定论,不易报出;难度之二是有的信息工作人员自身作风不够深入,对于实际工作中发生的问题掌握不多、不准、不细,往往不敢报、报不及时,甚至迟报、漏报,难度之三是少数领导认识上有偏差,给“忧”信息和报忧者冷面孔,甚至压制打击,致使信息人员不敢报忧.
