这篇文章，是国家安全生产监督管理局安全生产监察专员张宏波同志今年初，对美国国家运输安全委员会考察之后，提交的考察报告。文章重点对美国运输事故调查工作的理念做了介绍。概括地说，就是：尊重事物发展规律；关注经验教训要比追究事故责任重要得多；事故调查要体现客观性、科学性、公正性、权威性、公开性、有效性。这些理念，与我国目前政府部门进行事故调查的思维有很多不同之处，这中间固然有两国经济发展和文化的差异，但的确有很多是我们应该转变观念的地方。为此，国家安全生产监管局王显政局长、闪淳昌副局长分别在调查报告上批示，建议推荐给有关人员和媒体进行交流。本刊特将此文推荐给读者，欢迎读者读后发表自己的看法。
This article is the inspection report submitted by Comrade Zhang Hongbo, the chief production safety supervision commissioner of the State Administration of Work Safety, earlier this year after examining the National Transportation Safety Committee of the United States. The article focuses on the concept of the United States investigation of transport accidents. In a nutshell, it is: Respecting the laws governing the development of things; paying more attention to the lessons learned is more important than investigating the liability for accidents; and the investigations into accidents should be objective, scientific, fair, authoritative, open and effective. These concepts have many differences from the thinking of accident investigation carried out by our government departments at present. Although there are differences in economic development and cultural differences between the two countries, there are indeed many places where we should change our concept. To this end, the State Administration of Work Safety Wang Xianzheng, Deputy Secretary Shan Chunchang Flash instructed in the investigation report, it is recommended to recommend to the relevant personnel and the media to communicate.
