财政支农政策是国家调控农业生产的基本工具。尽管现阶段市场经济变量对农民的激励和约束较低,但越来越多的事实显现出,政府靠行政命令来管理农业、农民生产难度加大。政府对农村市场的调控越来越多地依赖于经济政策。
Financial support for agriculture policy is the basic tool for the state to regulate agricultural production. In spite of the low incentive and restraint for peasants in the market economy at this stage, more and more facts show that it is more and more difficult for the government to manage agriculture and produce peasants by administrative orders. Government regulation of rural markets is increasingly dependent on economic policies.
