陕北人民法院院长、各分庭长、各县(市)人民法院院长:顷接中央人民政府司法部司通字第六号通令,令各地法院将犯人组织起来,编成劳动队,大力参加春耕,开展生产运动,节省国家开支,减轻人民负担,同时西北军政委员会亦指出对人犯实行劳动,教育改造思想,使消费的人犯变成生产力量,并使他们出狱后,有了劳动习惯与生产技能,陕西省人民政府亦指示一切劳力都参加到生产中去,凡各地监狱,应遵照以上的指示精神,联系本院五○年工作计划,(监狱工作第四段)再按实际情况,定出今年犯人生产计划。
