中国城镇住宅金融从总体上仍然滞后于住宅产业的发展。构建城镇住宅投融资体系 ,其基本点是 :构建复合型多元投融资体系 ;引导长期性资金进入住宅金融市场 ;大力发展直接融资 ;政府应给予充分支持。针对当前存在的问题 ,提出以下政策建议 :推行房地产证券化 ;引导保险业资金进入住宅金融市场 ;建立长期性住宅投资基金 ;建立抵押资产管理公司处置抵押资产 ;引导海外资金进入 ;重新设计现阶段复合式住宅消费融资机制框架 ;金融产品创新 ;创造良好的住宅投融资法律环境、投资软硬环境。
China’s urban housing finance overall still lags behind the development of housing industry. The basic points of building a housing investment and financing system in urban areas are: to build a compound and diversified investment and financing system; to guide long-term funds into the residential financial market; to develop direct financing; and to give full support to the government. In view of the current problems, the following policy recommendations are put forward: the implementation of real estate securitization; insurance funds into the residential financial market; the establishment of long-term residential investment funds; the establishment of mortgage asset management companies to dispose of mortgage assets; guide overseas funds to enter; redesign the current stage Composite housing consumer financing mechanism framework; financial product innovation; create a good residential investment and financing legal environment, investment in soft and hard environment.
